If we break it down to a purely biological level, studies have shown that testosterone peaks in men during the late teens and with women, estrogen levels hit the highs during their late twenties. But this really only speaks to the chemically induced drive to procreate, that doesn’t mean you necessarily do your best shagging at these ages, nothing can ever usurp experience... that can only come with age.
